As it was established in the book, creating something requires a weave. Creating something more requires more weaves.
You provided the wrong quote. There is a paragraph after the one you've provided where Myrddraal attacks Rand and Rand weaves 100 Arrows at once.
While I sorta agree with you that what Rand did was very impressive, I must disagree with you here.
The text strongly suggests that what Rand does, is create a single weave on his hands and this single weave (composed of two flows, earth and fire) then creates all the arrow-filaments that Rand uses.
Essentially, rather than creating separate weaves for each arrow, Rand creates a single weave which then spews out a continuous stream of filaments. An analogy to this could be what Nynaeve did to Rahvin. She summoned fire and filled the whole hallway where Rahvin was with it, but I doubt she created a separate weave for each distinct flame.
Though if you think of it, this actually makes what Rand did far better than otherwise. I mean having to create a separate weave for each filament would be horribly inefficient. If this were truly the case, Rand would have been better off creating a blossom of fire (which only requires 1 more flow) since that causes destruction on a wide area, rather than just a single arrow-filament.
Instead, Rand creates a single weave composed of just 2 flows. And this single weave is capable of shooting lots and lots of filaments with Rand just having to maintain this weave. I think this is a demonstration of a truly master-level channeling, doing something so strong with something so little. If you compare that to standard AS tactic of just throwing fireballs (which Egwene does btw), the AS look just plain silly in comparison.
With just 2 flows and a single extraordinarily intricate weave, Rand creates what is essentially an OP-machinegun. If Egwene could have created this, she could probably have killed all of the Raken and prevented Seanchan from gaining Traveling. But then Egwene is just a politician and an average channeler. I suppose you cannot blame her for not having the skill that the experts have.
