Several points here.

1. Strength has not declined since the AOL the number of channelers as a whole has decreased from 2-3% of the population to 1% there is no mention that the average strength is less, there are just fewer people with the ability. Thus we still have women like Alivia and Sharina Nynaeve and Talaan who are strong as the Forsaken, but they represent the same relative % of the population as those in the AOL. Just at a smaller raw scale.

2. In TSR Egwene was only slightly stronger than Moiraine. She tells Rand the amount of Salidar she is holding would,have Moiraine writhing in pain, not burned out. Which means she was just a little ver half of her full potential as we find out later she is as strong as Melaine and Amy's together and they are close to Moiraine in strength.

3. Elayne is still rather weak in this scene as she had less forcing than Egwene. In fact later in the book she is shocked that she is strong enough to lift a single small woman off the ground (Amathera who is attacking Temaile) and that happens after she had been on the Sea Folk ship working with huge flows for weeks.

4. At the time she and Egwene are amazed at how strong Rand is, but he is far closer to his ultimate potential as he is already strong enough to match the male forsaken in the Power.

5. We are also not considering the impact of effective v. Raw strength here. Nynaeve may be a 65 in Raw strength, but she is likely a 95 in effective strength, Moiraine perhaps is a 35 Raw and a 50 effect etc...

6. Pevara is clearly considered above "average" raw strength for men as Androl would have such knowledge. No point in trying to refute the direct quote from Androl on that.
