Those who can learn to channel don't have any sign that they possess this ability. Till they're told this, they're no different from normal people. It is not at all surprising then that there isn't a huge overlap between the sample set of women strong enough to be AS and the women who want to be AS.

I don't expect there to be a correlation, that's the whole point. And thus, I would expect the women who come to the tower, and who turn out to be able to channel, to be a random sample of the channeling population of Randland. And if that's the case, then the quote about 62.5% of women being strong enough to become Aes Sedai is quite simply incompatible with only 20% of the 1000 novices being strong enough.
