You seem to ignore that several very strong Novices were also found in Altara. And trusting RJ comes from how meticulous he is. His accuracy in these Q&A sessions is legendary.
What on earth does several strong novices from Altara have to do with anything?
If the 62.5% quote is correct, and if the 1000 novices were a random sample of the channeling population, you would expect somewhere around 625 of them to be strong enough to become Aes Sedai, give or take a few tens. That only 200 of them are strong enough is less likely than you winning the national lottery every week for the entire lifetime of the universe.
to sign up. They simply allowed anyone who wanted to join, regardless of age, come along. There were likely thousands more with the ability who had no interest in becoming AS because of what AS stand for in the WOT world. The women drawn to the AS system are in no way a representative sample of all WOT women, thus until they begin recruitment like the Asha'man there will always be a skewed sample in the White Tower.
I agree with Fionwe that RJ may well have done this very deliberately as he did so often throughout the series ... the man almost never made a "mistake" like this without a reason. Certainly some of his explanations were thin, but he always had one when someone asked.
