Yes, of course, but unless there is some underlying mechanism making women who could be strong channelers be less likely to want to become Aes Sedai, it seems reasonable to assume that the women who want to become Aes Sedai are a random sample of all women.

But this is a tiny tiny sample. As Darius pointed out, they've picked 1000 women who want to be AS from a population of hundreds of thousands of women who can be AS.
