Then somewhere between TPOD and COT he started using the new system. That's probably when he started trying to decide on Forsaken strengths.

By LoC we start seeing specific statements about strength, I think. Before that, I'd wager RJ didn't even have the dexterity advantage down. By tPoD, we have Graendal specifically giving hints on the power levels of the Forsaken, close assessments of strength from characters like Elayne, etc. In WH, this goes further, and I suspect RJ used these levels to design the circles that took on specific Forsaken.

I do wonder if RJ would have given us any specific info on how average Aes Sedai and Asha'man compare, if he lived to write the Last Battle.
