The mistake here is that Shai'tan attempting to free himself is not part of the Pattern or the turning of the Wheel. Even if the Wheel has turned for infinite time, Shai'tan is outside the Pattern, he has no had an infinite amount of chances to break free.


The DO prison is outside of the pattern, but within time. The entire pattern is probably his prison. He is a prisoner of time and has to abide by its constraints. (I am pretty sure the DO himself says somewhere that he cannot change time and bring back balefired ppl).
He wants to break free of his prison (which is really time) and create a new world or destroy time.
Since he is within time, he has had infinite chances to break free if we assume that the wheel turns infinitely. i.e. he has tried to break free again and again when each relevant age (or spoke of the wheel) comes round again.
