There is not a single quote in the series that states Moiraine is less than half the strength darius_sedai Send a noteboard - 28/10/2012 10:31:28 PM
In fact the evidence of her being more than half of Egwene who is significantly more than half of Lanfear (based on she and Aviendha being able to overwhelm a Forsaken level Channeler when neither is at full potential) leads to the conclusion that Moiraine is at least 50% of Lanfear.

And knowing that 2 average AS can shield a Forsaken female (Ispan and Falion .v. Nynaeve) is evidence enough that Moiraine level is stronger than you are giving credit for. In fact most evidence we have indicates Moiraine is well above the middle of the Bell Curve regardless of how close she may be to Lanfear in raw strength. Moiraine's level is fairly rare amongst women, and with the new information from Pevara/Androl is above average for men too

AS strength has been stated over and over to be in decline, this does not mean all Channeler strength is in decline, merely that the AS system does not work. The vast majority of WF we've been introduced to are much stronger than even Average AS. In fact the only Sea Folk women we've seen who are weak are the Sea Folk AS!
