True, but nothing in the text indicates Shalon is surprised at the amount of Saidar Cadsuane is holding, which I think would have been mentioned in that context. Shalon is wondering about Cadsuane, and she's wondering about Gateways. No way she'd have ignored Cadsuane holding massive amounts of the Power.
