if Talent was simply the ability to manipulate a weave how do you explain Talents that don't require weaves?

Talents come in several known types:

1. A random ability that does not require the OP ... Dreaming, Foretelling (assuming this is what Min does), Wolf Brothers, Sniffers ...

2. A random ability that only a Channeler can possess, but does not require a weave ... Seeing Ta'veren is the first thing that comes to mind here (IIRC Siuan lost this ability when she was Stilled, but it came back when she was Healed). and possibly Listening to the Wind (IIRC Moiraine claims it's semi-common) and Aviendha's ability to read Ter'angreal.

3. Ability to perform certain tasks with the Power that are not 100% dependent on the amount of Power used ... i.e. Healing, Delving (earth delving), Traveling, ... any Channeler can achieve a certain level of effect, but the Talent dictates how much.

4. Abilities related to the OP that only a very select few can accomplish, but they require active Channeling ... i.e. making Ter'angreal, Cuenidillar creation, possibly Forging (can't be certain on this one though)

The only category Traveling fits into is #3
