I'm halfway through Lord of Chaos now and the amount of clothing/building descriptions is starting to become numbing, in part part because it feels so repetitive. Sure, some of that repetition is purposely done in order to help certain readers remember details, but for those such as myself that have good memories, it's more like being hit with a plastic mallet between the eyes every time a female character sniffs or a man is being mule-stubborn. Just not enough variance there for certain readers, and I'm certainly one of those.
I agree with you that it is too much for some readers, and also on why Jordan does use it so often.
That being said, I find it easy enough to ignore it so that it doesn't stop me from enjoying the story and the characters.
It certainly isn't that easy for me. It's like eating a steak that has a lot of gristle surrounding it. Sure, the meaty bits are interesting/good, but the gristle wears on the eater after a while
